Are you asking if the 316 filler is in a different classification then 321, and if so you'd have to qualify using the 316?

Being so thin and corroded the area around the hole has a good chance of just opening up with any MIG or TIG arc, since this is a one of a kind live or die situation I'd probably not try welding JMO

No doubt the Dynabrade air tools are great, the last shop I worked at had them. That belt sander tool is great, but there are electric versions and other brands available

I'm almost certain he doesn't use that, on one of his podcasts at least a year or more ago he said he was using (if I remember correctly) a sony video cam, but I think he has also got a new one since then.
